General Purpose: 

Oversee and manage all special voucher programs administered by The Stark Metropolitan Housing Authority. These programs include HUD-funded Continuum of Care (CoC) grant-funded programs for the authority. Coordinate with the CoC and other partner agencies to manage caseloads and ensure the effective execution of HUD processes such as move-ins, annual reviews, interims, and move-outs. Conducts initial certifications and briefings. Issues vouchers for new admissions. Prepares contracts and addendum and maintains database. Conduct annual and interim re-examinations, ensuring that tenants receive applicable income exclusions and deductions in a timely manner, and in accordance with SMHA/HUD guidelines.

 

Essential Duties and Responsibilities: 

  • Compliance and Resident File Maintenance: Responsible for meticulously maintaining resident files strictly adhering to HUD Oversee the completion of paperwork and ensure data accuracy, which is critical in maintaining program compliance.
  • Regulation Expertise: Develop and maintain an in-depth understanding of HUD homeless assistance programs, Fair Housing Law, and SMHA administrative Stay current with program regulations and ensure seamless implementation within the program framework.
  • Collaboration and Service Facilitation: Collaborate extensively with Stark County Continuum of Care (SCCoC) and Coordinated Entry for housing search Identify and evaluate housing needs and effectively link clients to various services that foster stability and enhance their quality of life.
  • Networking and Relationship Building: Build and nurture relationships with housing professionals and service Keep abreast of available services and create robust linkages that benefit voucher holders, enhancing the program’s support network.
  • Property Owner Liaison: Develop and maintain relationships with property owners and landlords, cultivating referral services and actively recruiting additional property owners/landlords in Stark County to expand housing
  • Barrier Mitigation and Community Integration: Strategically address barriers families face utilizing Collaborate with diverse teams to facilitate the integration of HCV-assisted families into communities, overcoming challenges and opposition for smoother transitions.
  • Data Collection and Reporting: Collect and enter data accurately using HMIS (Homeless Management Information Systems), SAGE, and Ensure precise recording and reporting for comprehensive and insightful analysis, which is crucial for informed decision-making.
  • Grant Management: Manage CoC-funded grants annually, including application and reapplication Oversee the successful application of grants, ensuring compliance and meeting all required obligations.
  • Document Management and Reporting: Maintain up-to-date marketing materials and program­ related Effectively record and manage accurate program data to facilitate reporting obligations and ensure compliance with program guidelines.
  • Regulation Compliance and Adaptation: Ensure strict adherence to program regulations and promptly implement necessary modifications in response to changes in HUD regulations local, state, and federal laws, ensuring the program stays

Education/Experience: 

  • High school Diploma or Equivalent (GED)
  • Bachelor’s Degree and at least two years of experience working in an affordable housing program or related area or an equivalent combination of education and

 Qualifications:

 

  • Computer Skills: Microsoft Office and able to learn other software and programs as required, email.
  • Must have good written and verbal communication
  • SOAR Works trained.
  • Must have a valid Ohio driver’s license and be insurable under SMHA policy.
